You certainly could drill holes and cut off the bottom rail to install, but that would be a lot of extra work.
The railings are designed with a rail on the bottom that keeps the rails in line and provides extra support. It also simulates the lip found on the edge of many ship decks.
Personally, I would just glue the rail sections along the edges, same as I do with 1/350 ships.
