Another Great Contraption from Foeth Modelworks. You need a punch & die set, and (access to) a lathe. I made an extra set of two-stage punches. You first use the normal punch to make the center hole, than use the two stage punch. First you center the plastic plate with the first stage and then you punch out the ring. Simple to do and it works with ring thicknesses as small as 0.1mm (depending on the plate thickess of course). The picture on the right shows 2 rings from 0.15mm plate, with a width of 0.1mm.
